The admin bar is an essential feature of WordPress. It is a floating bar that contains valuable administration screen links such as edit your profile, see pending comments, add a new post, etc. When additional functionality needs to be included, the admin bar can be extended by plugins (e.g., SEO). The admin bar first appeared in version 3.1 of WordPress. Once you become a registered user, you can view the admin bar both for viewing the site and in the WordPress admin area (i.e., Dashboard). You can turn off this feature by going to Users, then Your Profile.
